During China's National People's Congress and the Chinese People's Political Consultative Conference this year, Huang Jianping, founder of Marco Polo Group, and Jack Ma, founder of Alibaba Group engaged in a dialogue on the punishment of counterfeit and shoddy behaviors, through which we can witness the Chinese enterprises’ determination and consensus on fighting against counterfeits, safeguarding rights and interests of customers and protecting innovation foundation. Recently, Jiang Xipei, founder, Chairman of Board of Directors and Secretary of the Party Committee of Far East Holding Group, expressed his support of Jack Ma’s opinion on “fighting against counterfeits harshly” at the China Entrepreneur Club and Zhisland, and called for “a world free from counterfeits” created for enterprises, the society and China.

　　Jack Ma published a letter on his Weibo account, and expressed his determination of the maximum prison sentences and other penalties of counterfeiters. Jack Ma suggested that relative authorities should penalize counterfeiters as strictly as they punish drunk drivers. If one will be detained for seven days due to selling a fake product, or will be put into sentence due to manufacturing a fake product according to relative laws and regulations, the earth-shaking changes will be taken place concerning present situations of IPR protection and food and drug safety in China as well as our innovation ability in the future.

　　Jiang Xipei deemed that, controversy between Jack Ma and Huang Jianping was actually the competition between brand products and fake products, between IPR and counterfeits, rather than real economy and virtual economy. To this issue, he responded that production and selling of counterfeits not only infringed the rights and interests of customers, but also hindered enterprises’ enthusiasm of innovation, largely damaging the good order and conscience of the whole society. Therefore, we should use the legal tools to strictly punish those behaviors such as counterfeits production and selling together with moral condemnation. We should advocate punishing the counterfeit behaviors and raising the illegal cost of counterfeit production and selling, creating “a world free from counterfeits” for enterprises, the society and China.

　　In fact, it has been for a long time since Jiang Xipei called for the maximum prison sentences to deter counterfeiting and regulation of industrial order. Over the past 10 years, on account of raging phenomenon of counterfeit cables and quality and safety problems in cable industry, Jiang Xipei, in the proposals by NPC representatives and at industry association and media, called for regulating the bidding management to deter counterfeiting and suppress bad competition in the industry.
